Decided to install MTM2 on my Win10 laptop, only to run into this problem.
Tried everything I know from Compatibility settings to Typical and Complete installs, still no solve.

Did you try installing with the mtm2.zip file from the link above?
Worst case scenario you can always just simply copy the files from the installation folder to your MTM2 folder, then copy the community patch and the game should work.
