Sounds to me like you have your graphics set too high.
Try toning things back a little, like decreasing your viewing distance, or increasing it, as the case may be, and the general settings like the truck quality. If you have a great graphics card, setting even the quality on low, doesn't make any difference, it still looks great.
I have mine set on low, and there is no difference between the look of things, with it high to low. You can try messing with your buffer settings too, see if you card with allow triple buffering, in the graphics menu.
I'd just start messing with some of your visual settings, until you're happy with it. Like the sparse settings on the tracks, and the lens flare box and the things like that, alot of those things don't need to be on.

I think you're experiencing the noah effect. In the game, on the menu, go to
Options > graphics > hardware options
And uncheck the boxes for reflections AND truck reflections. You won't notice any significnt differece in the way the game looks and you should get rid of the water. Let us know if that doesn't fix you up.

Also, your picture does not allow remote linking. I changed it to a link so please do not change it back to an image. That just makes the page load slower.

His picture reminded me of this..

It appears to be the noah effect but it wasn't in my case. The funky drivers were causing ground tiles to dissapear and reflect the sky and water.
