Zmodeler can do that. It prefer tgas and bmps, but it also does raw. Its the only modeling thing I use, and the bin edit truck maker. Heh.
OLD_RockMan showed me everthing i know about Zmod, I suggest talking to him.

I tried opening my neoplan on Zmod 1.07, it can't find any raw file. And it doesn't recognize raw files when i try to add a texture.

Hmm, usually zmod automatically loads raws, but the model and art files must be in the same folder. I usually use BMPs, then convert it to raw later on.

My copy of Zmod will only load MTM2 files if I have the .RAW and .PAL files in the same folder as the model.

Yeah, it loads the art and models from the same folder, which is why i liked that part of BinEdit. All files automatically loaded.
