Never though id have to ask this, but what up with this?

The events:
The game will start and run fine, but with an oddly low frame rate, 45-60 fps only, should be capable of far more, then after about 20 seconds, what you see in that picture happens and frame rate plummits to 4fps.

What is up with this?

i hesitate to upgrade drivers cause they work so awesome in every other game I play.
