GOG has a program called Dreamlist that lets you vote for old games you'd like to see revived. They have had some success already (e.g. Resident Evil 2).

If you want to see MTM2 get a chance at a rerelease, upvote it on GOG and pester everyone you know to do the same.

I don't know, I'd rather like the game to be completely free for download on this website as it is right now, unless, whoever does this rerelease can also do the porting to the latest DirectX/OpenGL version, as well as other needed new coats of paint that would make the game just as good than what TRI intended, like the revival of MTM1's Drag mode and such.
